According to the law, the Kurdistan Regional Government may lend $ 5 billion through the formation of a committee comprising the prime minister and his deputy and finance minister or any other minister.
Baghdad and cut the region's share of the federal budget last year because of disagreements on the export of Kurdish oil which left the region in a financial crisis.
And complaining of the provincial government did not receive a full share of Baghdad, also this year, despite the agreement reached by the two sides, along with the additional financial burden resulting from the reception of more than 1.5 million displaced people and refugees.
