Minister of State submit an amendment to the law of the provinces to the Council of Ministers

Tomorrow Press / Baghdad: The Minister of State for Provincial Affairs and the House of Representatives Ahmed al-Jubouri, Tuesday, that there are more than 37 articles would be amended in the provincial Law No. 21/2003 average, indicating that some law 21 materials hinder the transfer of powers from the ministries to the provinces.
Jubouri said in a statement to "tomorrow's Press," that he "was submitted to the Prime Minister's Office a draft law to amend the law of provincial councils," noting that "there are more than 37 articles related to the new amendment, including how to deal with the employee in the province, and the law of the service and property".
He noted that "some ministries do not want the transfer of powers to the provinces, because they feel as electoral eligibility to serve their audiences," calling "to minister to consider the public interest away from the narrow quotas."
Jubouri said that "the government is keen on the transfer of powers to the provinces and the implementation of decentralization, led by al-Abadi," explaining that "the transfer of powers need time and the allocation of funds in the budget."
And between Jubouri that "some 21 articles on the law hinder the transfer of powers from the ministries to the provinces."
