Counting House speaker Salim al-Jabouri, on 5 August set by provincial law for the transfer of powers to local governments, the transmission quality of the format and content of the administrative and political system in Iraq.
Al-jubouri said Sunday while attending the Conference on transfer of powers to the provinces, "the law to expand the powers of the provinces, which stipulates that the provincial Council legislation and regulatory authority within the administrative border of the province, have the right to legislate within the province to enable them to manage their own affairs according to the principle of administrative decentralization as not inconsistent with the Constitution and laws and federal".
He added that "this represents an extraordinary step in serious administrative authorization, additional trust Centre in the governorates and their capacity to manage and dispose of bemkdartha and move the human structure", adding that "the provinces deserve the confidence demonstrated their ability to assume responsibility through performance measurement, despite the constraints, including terrorism and the decline in the country's economic capacity and that the result reflected on the State budget and federal direct impact on provincial budgets."
Al-Juburi pointed out that "these challenges are not insignificant and not easy yet still provincial and local administrations and the Conservatives cooperate in order to cross this difficult phase through sustaining dialogue and understanding between them and the Centre".
"The fifth day of August is transmitted in the format and content of the administrative and political system in Iraq, the impact of the provincial delegates Pack will take positive political dimension certainly gives enough space for boards and positive initiative and effective competition which would result to the development of mass development and inevitably reflected on the final output achievement and we are confident."
The head of the Chamber of deputies that "the Government has sought in recent years to complete preparations for the bold practice confirms its keenness to leave documented Central democratization which Iraq acquired after the long reign of tight central controls remotely all the details", noting that "this feeling and action the Government and we call upon them to complete this application which will include eight ministries task hoping that no transfer of powers and prolonged the schedule is clear, precise and fast."
"We believe without hesitation that the country which consists of national and ethnic variety is need to decentralize it serves by which national unity is the best way to confront the dangers of separation and Division",
Pointing out that "administrative decentralization emphasized by the Iraqi Constitution in article 108 paragraphs to article 113 will give us the opportunity to enhance the role of regional and local authority by administrative and developmental assignments have increase their effectiveness and enhance its role, responsibilities and powers of the form that integrates the local population in the local development process and eventually leads to success."
"We will work seriously to reduce bureaucracy, we can facilitate and speed up the decision-making process and administrative development, which will contribute to the creation of a fair distribution of power in decision-making, investments and resources within the State."
Al-jubouri called provincial councils and departments to "invest this historic opportunity to promote itself and develop its capacity."
And the Committee of the regions and governorates, Sunday, an expanded Conference involving Government and deputies to discuss the transfer of powers, under the auspices of Parliament Speaker Salim al-Jabouri, in presence of Heads of political blocs and the Ministers and Minister of State for Provincial Affairs, parliamentary committees and the Chairmen of the District Councils and Governors to discuss actions to be taken after the transfer of powers to the provinces
