After months of failure of the United States and Iraq to reach agreement on the presence of U.S. forces in Iraq after 2011, had battled the North Atlantic Treaty Organization (NATO) today to negotiate the extension of the survival training mission in Iraq, but the prospects do not look good.
Says Ivo Daalder, the U.S. ambassador to NATO, "has asked Iraqi Prime Minister Nuri al-Maliki has repeatedly survival of the coalition forces
We are trying to achieve the desire to keep NATO training mission, "Daalder said that intensive negotiations were on the way, but without a contract agreement by 31 December, the NATO all the coaches to leave Iraq.
Daalder acknowledged that the main points of negotiation is the necessity of granting NATO troops that will remain in Iraq immunity from legal prosecution in Iraqi courts, and the lack of agreement about the immunity was the main reason not to extend the stay of American troops later this year.
White House continues to say that President Barack Obama had always wanted to withdraw all troops from Iraq by the end of the year, but many of the officials in the Ministries of Defence and Foreign Affairs had been working secretly and openly, in order to negotiate an extension. As a result, it was agreed senior officials within the Obama administration that the extended stay of U.S. forces is not possible without a grant of immunity.
In its negotiations with the Iraqi government, the Obama administration demanded that any agreement on immunity must be approved by the Iraqi parliament (lower house) in order to reassure the U.S. government to take account of the immunity. Because of the outbreak of the Iraqi issue within the policy has been proved that this is not possible, but impossible. Daalder did not say whether NATO negotiators seeking immunity agreement passed by the Iraqi Council of Representatives, but he said that any agreement on immunity must be accepted by all Member States of NATO's 28 countries including the United States.
Says Qasim al-Araji, a member of the Commission on Security and Defense "parliamentary immunity of the agreement of the problem of trained Americans themselves facing us today with NATO."
The Iraqi army in dire need of help because it attempts to compensate for the loss of American military support. Only reports from Iraq that the Iraqi armed forces did not develop to the point of exercises from the heavy weight, or coordination between air and ground forces, or manage the complex logistics system to supply the military.
NATO did not give up on the negotiations, but for now, has only one month to complete, then he should receive parliamentary ratification of any agreement concluded between NATO and Iraq. Daalder says, "We will do our best to reach an agreement, but time is running out."
At the same time, ended with a visit by Vice President Joe Biden to Iraq, said administration officials traveling with him that U.S. troops will leave Iraq this month will not return to it. Said one of officials accompanying the Biden "There is no discussion or review, or an idea of the return of American troops to Iraq."
This seems to contradict what was said by the Minister of Defense Leon Panetta told the Armed Services Committee in the Senate on November 15 when he said "We hope not to have our presence in Iraq, such as the Ministry of Foreign Affairs, but to be able to negotiate a military presence as well."
President Barack Obama has renewed the middle of last month his country's commitment to withdraw from Iraq by end of this year, according to the agreement signed between Baghdad and Washington, adding that the withdrawal point as planned studied and prepared in advance, Obama said, "United States is ready to complete the process of withdrawing its troops from Iraq the end of this year. " He pointed out that the United States would end the war in Iraq by the end of this year. Many of the military will see their family members with solutions to the Christmas and New Year, "said Obama" will return more than one million American military to civilian life during the next five years.
