called for the movement of political blocs to expedite the completion of the legislation of the oil and gas law for the Kurdistan region, while

Al-Musawi said in an interview with the information agency,
"The obstacle of agreement with Kurdistan regarding revenues and oil export continues in all budgets since 2003 until now." And he added,
