A conference in Erbil discusses decentralization and local governance

Discussed the national conference in Arbil Tuesday ways to develop a vision and a national strategy to promote the concepts of decentralization and local governance in Iraq.
Participated in the conference is organized by the UN Development Program (UNDP) and the United Nations Economic and Social Commission for Western Asia (ESCWA), the House of Wisdom, and the Central Agency for Statistics, and the body count the Kurdistan region, and the National Center for Administrative Development and Information Technology.
Iraqi Planning Minister Ali Shukri Yusuf said in an interview with Radio Free Iraq on the importance represented by the Conference to put forward multiple perspectives on decentralization in Iraq, because it combines different spectrum, adding:
"Will be different views and numerous, and mature ideas to strengthen the decentralization of managerial in Iraq and cured, and certainly the experts participating in the conference will provide the point of view concerning the background theory, but local governments and the Central Government will provide insights and realistic, the blending of ideas to reality."
He says the former governor of Basra and academic at the University of Basra Cltaa Dr. Aboud said the conference will provide ideas for the Iraqi government to make amendments to some laws on decentralization, he said, adding:
"We will give a clear picture of the Council of State and Federal Government to make amendments to Law 21, and the walk steps advanced towards decentralization because of faltering in decentralization may return us to the federal and implementation of federalism in Iraq before the maturation of democratic awareness may lead to results that are not good, then must be implement decentralization. "
The director of the National Center for Administrative Development and Information Technology Dr. Kazem punitive position that he held a field survey on decentralization in Iraq, comprising nine provinces, seven of them in the center and south, and two of Iraq in the north, noting that the survey will be discussed during the conference.
