The head of the Kurdistan region, Massoud Barzani, said in a speech during the first conference for the youth of Kurdistan city of Arbil, in (15 March 2012), the Kurdistan region would not hand over the Vice President Tareq al-Hashemi, because the ethics of the Kurds do not allow extradition.
