First thing that came to mind..... And one time, at band camp......

when I read this my first thought was why would they be having an educational seminar if they where not going to be in the W.T.O. in the coming months. Usually you train people for things they will need to know do to the job they will be preforming. So imo this Educational seminar is the training they need for accent-ion into the W.T.O. in the every near future.
