With the approaching deadline cent on performance appraisal, Prime Minister Nuri al-Maliki heads of local councils Tuesday to non-infringement on the powers of the central government and to invoke the Constitution and the law in the decision-making and authority.
Maliki said during a meeting with heads of provincial councils that "the central government and local governments comply with the law and the Constitution and not to infringe on the powers of the other one."
The specialists lack of coordination and overlapping of powers between the provincial and central government, as well as other problems, the reasons behind the reluctance of poor services and projects provided to citizens.
And found Maliki need for cooperation between central government and local councils to reach the goals and objectives that serve the people of Iraq, noting that the current situation indicates a serious condition is the orientation of the local councils to create mini-states represented by their governorates inside Iraq, and said that the law of the provincial non-performing province must amended in order to end the case.
For his part, underlines a political science professor at the University of Baghdad, Ali al-Jubouri that the issue of conflict between local councils and the central government will remain until the amendment of the law of provincial non-performing province, and suggests that the provincial councils are trying to acquire some of the powers possessed by the central government, pointing out that this acquisition must end in order to preserve the unity of the state
