In recognition of the continuing activities of the Centre for gas market East European - Arab participation of Iraq as an observer and progress in the development of the Arab gas pipeline and forecast to become Iraq a full partner in this project in order to consolidate the role Kmtahd for the supply of natural gas in the EU market, the two sides agreed to enhance cooperation between them in respect to the following: Article I: Contribute to the preparation of comprehensive and integrated policy for energy in Iraq depends on the use of statistics and energy systems and modeling , covering policy issues such as diversity of energy sources and infrastructure for renewable energy and the necessary reforms in the energy sector in Iraq. and include areas of reform of this restructuring the energy sector and the legal framework for investment and open markets, energy pricing based on cost and the gradual reduction of government support for energy and according to economic conditions and in the interest of both sides, and cover policy issues of good governance, taking into account the commitment expressed by the Iraqi government to join the initiative of transparency in the extractive industries. Article II: development and modernization of the electricity sector by identifying and establishing a legal framework and systems properly in Iraq and in particular by encouraging structure investment is transparent. Article III: Prepare a work program in the field of energy cooperation between Iraq and the EU for the period from 2010 to 2015 to implement the actions identified in the articles (1) and (2) of this note and determine the atmosphere institutional appropriate within the Iraqi administration to implement programs on properly taking into account the international environment of advanced energy. Article V: Recognizing the importance of promoting energy trade between Iraq and the EU as well as infrastructure development, exploration and production, processing and transportation, both sides sought to cooperate in the following areas: A - assess the current network to transport and supply of hydrocarbons, wherever appropriate, to prepare a plan to modernize the infrastructure facilities. B - enhancing the safety and reliability of the network Iraqi pipeline transport and export of energy as well as infrastructure for liquefied natural gas, wherever possible. c - identify and create additional sources and routes of supply of gas from Iraq to the European Union and in particular in the context of the development pipeline, an Arab gas and other relevant projects. d - Development of infrastructure infrastructure for energy production and treatment in Iraq and promoting the convergence of rules and technical standards in the hydrocarbon sector of Iraq with the industry practices EU. e - to encourage convergence in the standards of quality and environmental standards for petroleum products and environmental standards in the industries of mining and processing oil and gas in Iraq with those applied in the Union (EU). Article VI: two sides seek to determine the scope of exports of natural gas possible from Iraq to the European Union to the full participation of member countries of EU, the private sector taking into account the needs of the local market in Iraq, in order to develop the natural gas sector in the medium term and long term in order to secure the supply and demand in Iraq and the European Union. Article VII: Like the objectives agreed at the International Compact with Iraq, the sides give particular importance to ensure the sustainability of energy policy in Iraq, including the legal framework and regulatory and institutional necessary, both sides sought to: a - develop a work plan for the development of renewable energy in Iraq In particular, energy sources, solar and wind energy. B - explore the possibilities of cooperation between Iraq and the EU in the field of renewable energy and energy demand management and energy efficiency, including research and technological development as stipulated in Article ( of this note and share experiences of the European Union in this field. Article VIII: two sides seek to cooperate in the field of technological, scientific and industrial energy and encourage the exchange of experiences and the establishment of appropriate structures for training and education of young professionals in science subjects and modern technology for the energy sector, in addition to that provided two technical support for the strategic partnership between Iraq and the EU in the field of energy. Article IX: two sides seek to encourage the full participation of Iraq in regional cooperation initiatives and regional projects, which include Market Center East European - Arab. Article X: the intention of the parties to establish a joint working group of energy-headed the European Commission by the Iraqi government from the side the other to explore possibilities and ways to implement the priorities of cooperation in question.
