The cabinet has allocated 90 billion dinars for the project to eradicate foot and mouth disease is endemic in the country and caused a year of heavy losses of cattle, and in the work program begins next year and runs until the end of the year 2016. The director of the State Company for Veterinary of the Ministry, Dr. Salah Al-Fadhil Abbas, a special permit for "morning" , the cabinet agreed to allocate $ 18 billion dinars annually starting from next year, for five years, the vaccination program was about eight million head of "ruminant" of buffalo, cows and sheep in the provinces of the country, all against the disease, "foot and mouth disease."
He said the disease is endemic now in Iraq, from seasonal diseases with a high level of appearance during the cold winter months, noting that the emergence of foci sick in a lot of provincial revenue to the lack or absence of fortifications of the disease within the past three years, as well as to neighboring countries, in addition to the province Iraqi Kurdistan and the settler where the disease also, is the introduction of animals from the country without prior knowledge of Bthchinha or not. Dr. Abbas pointed out that the company and to repel wave epidemic of the disease, have rushed to prepare the emergency plan of action, and approved in full by the Council of Ministers, include the purchase of Ten million doses of vaccine sufficient to immunize nearly eight million head of "ruminant" of buffalo, cows and sheep, in addition to the allocation of 90 billion dinars as a plan and protective against the disease to minimize the effects of the disease significantly in the country during the five years starting from next year until 2016. and warned the director of State Company for Veterinary affiliated to the ministry to the threat of disease from high risk to the economy in all of Iraq, and revealed that loss of one wave of the disease up to 270 billion dinars in a few weeks, including losses for educators with meat, milk and other products and wages of imported to cover the local need of them.
It should be noted that the foot and mouth disease is endemic in most countries of the world and it needs long years of work to eradicate it completely, just like the experience of the United States took its program to eradicate more than fifty years, before it can declare its territory free of it completely.
Livestock farmers in the provinces, especially the South of which were caused, according to reports prepared by specialists in 2005, through their refusal vaccinated against infectious and communicable diseases as a "foot" and "abortion in force" and "hemorrhagic fever" during the last term, to transform the areas of breeding animals to "hotspots" to the satisfaction of its launch to the rest of the provinces, which caused the abortion of the efforts of mobile veterinary teams to declare the country free of them.
Ministry of Agriculture, for its part has announced the beginning of 2007, that the relevant authorities in the government is considering activating the sanctions the law of communicable diseases and communicable No. 61 of 1985, specifically Article XXIV, which provides for the punishment for failing to vaccinate animals against infectious disease, imprisonment or fine or both, and by adjusting the amount of the fine amounting to 500 dinars, and in line with changes being prepared by more than two decades.
