Maliki said that "Iraq passed during the previous period due to the crisis crippling the significant shortage of oil derivatives that drives the backbone of the economy and various commercial and social activities."
He pointed to the Prime Minister, said that "the Iraqi government delayed in the creation and the establishment of special projects refineries." Attributing this to "serious challenges faced state, especially the security situation confusing." Turning to the Prime Minister, "the importance of diversity in the doorways of monetary and financial resources to Iraq," stressing that "the current situation, which is where 95% of the oil fiscal budget must end."
