As the Supreme Council revealed that the oil minister, Adel Abdul-Mahdi entered on line Ministerial Committee which shall establish business rules within government cabin, in an apparent reference to the sensitivity of the talks, the Liberal bloc confirmed that the observations made by the blocks on the draft "Rules of Procedure of the Council of Ministers," led to the delay approved the contract and that revolves around the "required quorum to vote on the strategic decisions."
