Office of the Prime Minister being secret negotiations with the U.S. and expectations of the signing of Protocol instead of a new security agreement

According to informed sources from within the office of Prime Minister Nuri al-Maliki told the Shatt al-Arab that the latter form a secret committee direct its administration in order to complete the secret consultations with the U.S. side, including the second security agreement.
The source said that there are secret consultations between the two teams these days, Iraqi and U.S. kept secret and has been put forward draft new agreement by the U.S. side holds the Iraqi government to give more concessions to the American side of the request by the government to parliament.
The source added that a secret committee formed under the auspices of the Prime Minister personally and the presence of legal counsel Fadhel Mohammed Jawad and a team from the Ministry of Foreign Affairs Hoshyar Zebari, the knowledge of the terms of the agreement to complete the second security.
The source said that there is a tendency to use the U.S. as much as possible from the pressures forced on the political blocs in parliament to pass the agreement and vote on them.
And source confirmed that there is a solution drawn Americans with Maliki as an alternative sings the parties to return to parliament and is the signature of Protocol between the government and the U.S. directly, including its provisions granting the right of the U.S. side to open a large number of consulates in the governorates of Iraq, from north to south, and distribution that remains of the U.S. military present in Iraq on the pretext of protection of these consulates.
The source said that the urgency of the American side in the survival of its troops in Iraq comes after the events and revolutions in the Arab Middle East.
