Fiscal policy in a new book for «Fahmi Mahmoud Shukri»
Baghdad morning's New:
issued by the House of Wisdom in London a book entitled «public financial economics in the general budget and fiscal policy» Iraqi writer based in London, Mr. Fahmi Mahmoud Shukri.
The book that contains 523 pages, three parts, each part contains several chapters looking at Affairs of public money. The first part looks at the general budget affairs, according to the development of concepts and methods of preparation and implementation and raises the budget items through the use of «balancing shadow».
In the second part looks at the financial control of the budget and on ways to use public money, both on the side levied or on the side of expenditure with reference to these types of controls and goals with an emphasis on the protection of public money from the extravagant or looting with the strategic framework and plan strict financial control.
The third part is looking at fiscal policy and the nature and functions and mechanisms, as looking at the revenue side, including the policy in various taxes, also deals with Part III in some detail to the value-added tax, also refers to the government's financial grants and its effects, especially in the economic field.
It also deals with the author in this book models and experiences and history of the Supreme Audit Institution in the United States, as well as deals with French enterprises controlled Ama- body in terms of its inception and restructured and Tndeimadtha.
Author finished his postgraduate studies in public finance and economic competence in each of the universities of Copenhagen and Stockholm. He then worked as a researcher and economist served as Director of Financial Planning and Research of the budget in the office of the Iraqi Ministry of Finance for several years, and contributed to the preparation of the budget and control over the implementation of the credits. And co-author specializing in tax legislation committees and later served as director of research and management consulting center in Administrative Sciences Organization of the League of Arab States for many years. He also participated in the International Conference of Experts of the United Nations and the Arab experts to discuss the budget problems in developing countries, also attended hosted by the UN body in the American University of Beirut specialized course.
ft author Professor Fahmy, Mahmoud Shukri many research within the jurisdiction of the general budget and management and gave a number of lectures as a visiting professor at universities and institutes in the Arab jurisdiction and released his many papers and books, including with regard to the general budget or financial control, also published several articles in a number of Arab newspapers and magazines regarding this area.
