The Commission on the parliamentary services that all positions in Iraq are subject to political quota system and in particular the sovereign positions.
Said committee member covenants Abdul-Zahra in an interview for "The trend Press" that the government is trying to within its current policy to pay elements efficient and independents to fill important positions in the country, but the pressure is pushing some blocks of quotas. Pointing out that he did not have information regarding whether to keep the memory of the post of secretary of Baghdad Alloush or not.
It is noteworthy that since the start of the democratic experiment in Iraq stands political quotas generally no progress can bring this experience.
I knew the world quota system in more than one country, there are other countries involved with Iraq, this political distribution of positions and authorities such as the Netherlands, Malaysia and the Congo and other countries of the system adopted under the pretext of ethnic diversity and the difficulty of political stability and security because of the different political parties forcing these countries to power-sharing and the participation of everyone under the pretext of ensuring political stability.
