The legislation Economic Reform Act one of the main recommendations that came out of the national conference on Iraq's economic future, held in Baghdad for the period 24 to 26 May 2011, which aims to draw the basic features of a coherent economic structure did this project come out fruit Conference and uncertainty of the economic policies throughout the period after the change was a failure par excellence, and it was hoped this project out of the economic confusion in concepts and strategies and the absence of ambitious goals that put the country on the threshold of economic devastation and destruction in Iraq, the length and breadth as a result of wars, economic blockade at the time of the former regime.
Really had hopes for enactment of this Act big and legitimate, which is to end the intersections in Iraqi politics and foundation of the economy of a developing remarkably in the coming years, especially as the recommendations that came out of the conference was a combination of consulting national and international organizations to participate in. That it is hoped that this law leads in the case of legislation, to revive a lot of productive sectors broken as it was supposed to be found to form a higher council for economic reform of economists competent in charge of development and production policies and the removal of the challenges facing the sustainable development process and rid the economy of nature rent of drawing by employing petroleum resources to find other sources of financing for the annual budgets and focus on the productive sectors of the commodity.
Until this moment, hopes set on the law just pipe dreams what this project does not turn into a legal legislation passed by the Iraqi parliament, but parliament with its combination of sectarianism and conflict block on the decision and the center of power and influence was not just in front of this promising law, but in front of many of the laws relating to not only obstacle economic reform but also political and social reform, such as labor law and the law of parties, the Social Security Act and the law of oil and gas and others. This is what has already happened, after the Cabinet approved the bill and sent it to the House of Representatives, rejected by the Council and sent it back to the cabinet and no one knows in any drawer Remember!?
It is clear that this project is not the only inactivated but all developed plans are also not implemented, including, for example 2010 - 2014 and plan after plan 2013- 2017 and plans that preceded and the reason for non-implementation is not presented to the House of Representatives to issue a law binding the implementation of these plans , which produced an increase in the proportion of unemployed increased to 40 percent, and the poverty rate increased to more than 30 per cent and continue to GDP dependence on oil imports. This faltering economic growth has exacerbated social problems and this is the main weakness that created the environment in front of the forces of terror to infiltrate Iraq and tampering with its resources and economic course with external support. From here promote the urgent need to reconsider the economic and social policies, new thinking beyond the sectarian and ethnic spammers pattern and go to the cultural, economic and academic elites in new business contexts in which all state institutions turn into a workshop effective, and without it would remain the state revolves around the same as they were in the last period.
