BAGHDAD / Sky Press: MP Mehdi al-Hafez, Sunday, to declare a state of emergency and the freezing of the Constitution, in what was considered to end the crisis in the country is completed, disable the House of Representatives.
Hafiz said in a statement received "Sky Press," that "the best solution to the current crisis experienced by the country is to declare a state of emergency and form an emergency government of specialists and professionals on the basis of loyalty to the homeland."
He stressed "the need to freeze the constitution and setting a new constitutional document, relying on a team of experts within one year", adding that "the completion of this crisis is to disable the House of Representatives and to prepare for parliamentary elections within 3 years."
Article (78) of the Constitution under which the Prime Minister took a bold decision that "the prime minister is the direct executive responsible for public policy of the state, the general commander of the armed forces, the administration of the Cabinet and presides over its meetings, and has a right to dismiss the minister, with the consent of the House of Representatives".
It is noteworthy that Prime Minister Haider al-Abadi pledged in the 11th of August to continue the current reforms and a covenant with the people, saying that "I will continue even if it cost my life."
