If you recall from something I sent in a while back, I provided a link to the WTO “tentative” agenda from April through to the end of the year. On that agenda was listed “ACCESSION DAYS” of June 2nd and June 3rd. No where was it stated which countries would be making that acension to full membership. It was hopeful, of course, that Iraq would be one of them.
Since that tentative schedule announced in April, I checked again yesterday and the tentative agenda, modified on June 1st, no longer shows June 2nd and 3rd as accession days. Basically, this means they cancelled and have not yet rescheduled those days yet.

Considering that there are other countries that from all appearances, are probably ready for WTO Accession (see: [You must be registered and logged in to see this link.] ), it seems a possible indicator that they have put off the date in hopes of giving Iraq more time to finish up things so they can be included.
“When” they meet the WTO requirements, then it is more likely than not that they will have a tradeable currency.
Whether they have met all the requirements or not at THIS time is speculative, but it is not likely that they would broadcast if they have, since it would likely signal an RV
Tradeable currency is linked to the IMF arrangement, whether Article XIV or VIII. Right now they are under Article XIV, the ‘transitional arrangement’. This is NOT to be permanent, but rather a temporary arrangement. When they move out of the temporary arrangement (which is what they have been under for at least the last 8 years or more), and then move to IMF Article VIII, then it is tradeable currency that you will see easily paired internationally on forex.
To become a full WTO member, *MOST ALL* full members are IMF Article VIII members. There are three countries who are not (and are in the same transitional arrangement as Iraq is right now)— but those seem to be ‘special situations’.
