Baghdad raised its proposals to the House of Representatives and other government agencies on the Law of the Federal budget for the year 2012 in order to give greater power to local governments to improve their performance. That based on the proceedings numerous with the members of the House of Representatives and members of provincial councils and governors, we raised a set of proposals concerning the budget for the development of regions, which we believe will improve the performance of the provinces and the lifting of restrictions that hinder many of the powers. "He added:" The proposals include a separate budget development regions for the federal budget and issue separate from it, to be approved and ratified at the beginning of the first month of next year, which facilitates the release of the financial allocations to the provinces and not to stop work pending projects for the budget.
