During the period of the current government headed by Muhammad Shiaa Al-Sudani, that is, during the past two years alone, the oil and gas sector witnessed major developments and transitional leaps compared to the past twenty years, in terms of oil production, refining, export development projects, and gas combustion.

The current government was able to stop the import of petroleum derivatives in all its forms, with the exception of gasoline, the import of which also decreased by 65%, as Iraq used to import gasoline in the amount of 12 million liters per day, so the import has now decreased to only 4 million liters per day, while the import of white oil as well as kerosene has stopped.
 
The production of gasoline of all types reached 28 million liters per day, while the production of kerosene reached 34 million liters per day, and Iraq is close to achieving self-sufficiency in all fuels, as there is little left to close the import of gasoline in the second half of 2025.
 
Not only did the import of kerosene stop, but Iraq turned into an exporter of kerosene for the first time, all as a result of the opening and completion of many development projects in refineries.
 
The current government launched the fifth and sixth licensing rounds, which focus entirely on gas investment. The rounds include 29 projects in 12 governorates. These projects are expected to produce 3,459 mqmq of gas per day, which is equivalent to twice what Iraq currently produces of gas. The current government has also approved To establish a fixed gas platform in the Grand Port of Al-Faw.
 
Regarding the progress of implementation in the oil sector in accordance with the objectives of the government program, the number of executive procedures for the entire oil sector has reached 43 executive procedures, with an interim completion rate of 57.5%, of which 52.5% were completed during the period of the current government.
 
In the oil extraction sector, there were 6 projects, with an interim completion rate of 56%, of which 41.7% were completed during the period of the current government.
 
In the oil export sector, there were 8 projects, the interim completion rate of which was 53%, including 36% during the period of the current government. As for the refineries sector, there were 9 projects with an interim completion rate of 100%, of which 60.5% were completed during the period of the current government.
 
In the gas sector , there were 10 projects, with an interim completion rate of 80%, including a completion rate during the current government’s lifetime of 56%.
 
As for the storage and drainage sector, there were 7 projects, with an interim completion rate of 67%, including a completion rate during the government’s lifetime of 51.5%.
 
One of the most prominent strategic projects was the opening of the Karbala refinery with a refining capacity of 140,000 barrels per day, which is one of the projects that has been lagging behind since 2014, in addition to the restoration of the Baiji refinery, and with its entry into service, it will work on isomerization projects, improve the quality of gasoline produced, and raise efficiency, after the refinery stopped for more than 10 years.
 
Four petrochemical industrial projects were also opened in industrial Karbala, represented by the industrial gases factory with a production capacity of 1000 tons/day - (white oils factory) with a capacity of 1000 m3/day - (organic solvents factory), with the same capacity, (vacuum distillation factory), Capacity 2500 tons/day.
 
In addition to the opening of the associated gas processing project in the Halfaya field in Maysan Governorate with a capacity of 300 mqmq per day, and the opening of the Azmara unit in the Basra refinery with a capacity of 11 thousand barrels per day, which will secure the country’s need for improved gasoline.
 
As well as the opening of the first phase of the project to retreat and treat the associated water and re-inject it into the North Rumaila field, with a capacity of 300 thousand barrels per day, in addition to the opening of the fourth refining unit in the South Refineries Company, with a refining capacity of about 70 thousand barrels per day.
