Budget .. Faulty premises and the chaos of the distribution

Parliament is currently discussing the budget (2011). The matter is grave and it supports the development of the country and the development trends and consumer goods.
Budget currently lacks the required backgrounds. It's just a matrix of numbers. Are a repetition rate of the former. As based on assessment of exports multiplied by the expected price. And allocates the remaining operational after the investment, after the ruling, and sovereign. Vinaakecha and approved by the Minister and the House .. These stages and contexts plague the buildings great imbalance, which requires re-preparations and concepts.
1 - before preparing the next budget, it is necessary for the legislative and executive authorities, research centers, discuss trends of opinion necessary. What are our capabilities and our indicators really? Do we go to address the unemployment or inflation or living standards? To expand the private sector or public? To complete the infrastructure and human development or master? .. And focus on what sectors? Oil or other? The armed forces or the real sectors? And those that generate marginal tendencies for consumption or for savings and investment or to import, export and trade-offs between them. To go back - after the framework and objectives - the executive and legislative authorities to put points on the letters.
