and noted that: "not to adopt the House's budget this year, until the moment is delaying the process of building and construction and to the Council of House of Representatives only to accelerate their approval to avoid the Iraqi economy, more waste of money and the delay in productive work and that this delay may impact on the investment budget and directed economic work in the country from the reality of construction and reconstruction to the reality of consumption and that the ministries have shifted from producer to consumer. "
