Vice Baerakip: Parliament to vote next Monday on the amnesty law
The MP said the coalition in Iraq Talal Zobaie, Wednesday, the House of Representatives will vote next Monday on the amnesty law, noting that all the political blocs agreed to this decision.
The Zobaie told (Voices of Iraq) that the House of Representatives will vote next Monday on the Amnesty Law in its regular, announced in Tuesday's session
He added that the decision to vote on amnesty law came after the agreement of all political parties and blocs.
It consists of the amnesty law of several substances, namely:
Article 1:
a general amnesty and who was sentenced to Iraqis resident in Iraq than the rest of their sentences extended and released by a decision of the committee formed under Article (5) of this Act.
Article 2:
: Excluded from the provisions of Article (1) of the Act as follows:
1. 1. Sentenced to death under the Iraqi Penal Code No. 111 of 1969
2. 2.: Sentenced for the crimes of the following:
A. The offenses set forth in paragraph (ii) of Article (1) of the Code of the Supreme Iraqi Criminal Court No. (10) for the year 2005.
B. Crimes of terrorism if it grew up to kill or permanent disability.
C. Crimes of murder.
D. Crimes of manslaughter, which did not give up the relationship where people with all their personal rights.
E. Kidnappings of people.
And.. Crimes of theft with aggravating circumstance.
G. Crimes of embezzlement of state funds or deliberately sabotage.
H. Crimes of rape and sodomy.
I. Crimes of incest.
J.. Crimes of counterfeiting Iraqi or foreign currency and forgery of official crimes.
As. Drug offenses.
For. Crimes, smuggling antiquities.
Offenses set forth in the Military Penal Code No. (19) for the year 2007.
Article 3:
A - stop and cease once the legal proceedings taken against the accused in the crimes except crimes listed in paragraph (ii) of Article (2) of this Act, whether their cases in the role of the investigation or trial, and are released from the detainees, including the decision of the committee formed under Article ( 5) of this law.
B - The committee formed under Article (5) of the Act the release of any person under arrest if he went to his arrest more than six months has not been presented to the investigating judge or before his arrest more than a year has not resolved to the competent court.
Article 4:
If committed relieved him under the provisions of this law offense of intentional crimes mentioned in article (2) of this Law within five years from the date of the exemption right to implement sanctions, which relieved them of Criminal Procedure and the movement against him if he had been relieved by the periodic investigation and trial.
Article 5:
1. 1. A committee or more orders of the President of the Supreme Judicial Council in each region headed by an appellate judge of the class and the membership of the first three elimination undertake the implementation of the provisions of this law, representing the prosecution before the committee one of its members designated by the chief prosecutor.

Committed to the Iraqi government to take necessary measures for the transfer of detainees in the prisons of the multinational forces to Iraqi prisons to implement the provisions of this law against them.
: Article 7:
The provisions of this Act on Crimes by force.
: Article 8:
Supreme Judicial Council instructions to facilitate the implementation of the provisions of this law.
: Article 9:
This law shall be published in the Official Gazette and is effective from the date of issue.
: Reasons:
In order to allow those who cover of Iraqis or was a resident in Iraq to commit certain crimes to return to his senses and integration in social life and spread the spirit of tolerance and repair of slipped out of the way proper to pardon him, but for all Iraqis to build their home and the evacuation order of sentenced or detained because of he committed the crimes covered by the amnesty, initiated this law.
