Iraq must honor obligations towards Kuwait: UN chief

BAGHDAD: Iraq should honor, as soon as possible, its international obligations towards Kuwait which fall within Chapter VII of the UN Charter, UN Secretary General Ban Ki-Moon said yesterday.
He asserted that the United Nations is committed to offering assistance to help Iraq meet its obligations towards Kuwait, and that his special representative in Baghdad is ready to help both Baghdad and Kuwait reach common grounds over all outstanding issues.
“I feel optimistic because Iraq and Kuwait are still committed to the normalization of relations and to solving all outstanding issues,” Ki-Moon said in a report distributed by the UN Assistance Mission in Iraq (UNAMI). The report was issued in compliance with UN resolution 2001 of 2011.
Ki-Moon welcomed Iraqi Prime Minister Nouri Al-Maliki’s recent visit to Kuwait, during which both sides discussed how Iraq should honor its remaining obligations towards Kuwait, like maintaining border signs, returning national archives and identifying the whereabouts of missing Kuwaitis.
The meeting of the Kuwait-Iraq committee this month was “an important opportunity” to address all sticky issues and to ensure appropriate implementation of the agreements, Ki-Moon said.
“Iraq’s decisive steps to honor all remaining obligations in line with the relevant UN Security Council resolutions are necessary to guarantee the return of Iraq” to the international fold, said Ki-Moon.
Ki-Moon’s representative in Baghdad, Martin Kobler, is ready to help Iraq and Kuwait reach a compromise in their thorny matters, he added.
Despite Al-Maliki’s positive visit to Kuwait, Iraq “still needs to implement, as soon as possible, what has been waiting for decades to be implemented towards Kuwait in line with Chapter VII, and these obligations include UNSC resolutions related to the maintenance of Iraq-Kuwait border signs.” -KUNA
