It said: the Council was voting on the draft law on electronic signature and electronic transactions and Services Commission's reconstruction, which is consistent with the evolution in the area of information and communication technology and Internet activities and provide the foundations and legal framework for electronic transactions through modern communications and Internet industry promotion and development of information processing and organizing services for electronic signature and electronic transactions and keep abreast of legal developments in electronic aspect and adapting the traditional legal system in line with modern information and communication technology.
The statement said: the Board concluded the first reading of the draft law on ratification of the Convention on economic and technical cooperation between the Government of the Republic of Iraq and the Government of the United States of America submitted by committees on foreign relations, the economy and investment based on the desire of the Republic of Iraq and the United States in their mutual cooperation to achieve economic, political and social development of balanced and integrated in Iraq.
The statement added: the Board completed the first reading of the draft law on ratification of the Convention on investment incentives between the Government of the Republic of Iraq and the Government of the United States and foreign relations committees of economy and investment to promote economic activity in the Republic of Iraq and strengthen efforts to develop economic resources and productive capacities.
The statement noted that the Council has completed the first reading of the draft law on ratification of the Convention to identify areas of trade and investment between the Government of the Republic of Iraq and the Government of the United States from foreign relations committees, the economy and investment to develop trade and investment relations and revive the economy and the support of private sector development and the importance of private investment in promoting economic growth, creating jobs and expanding trade and the reintegration of Iraq into the global economic system.
The statement said: the Board has completed the first reading of the draft law on ratification of the memorandum of understanding in support of reform (agricultural sector capacity building) between the Government of the Republic of Iraq and the Government of United States presented by the committees on foreign relations, the economy and investment, agriculture, water and marsh which is based on the desire of the Governments of the Republic of Iraq and the United States in the continuing cooperation and assistance of the Government of the United States to the Iraqi Government to modernize the agricultural sector in order to increase the effectiveness of Iraqi natural resources and enhance their productivity and to exchange experiences.
On the other hand Mr. Iraq to postpone the second reading of the proposed Act of Union Council and committees and district until the arrival of the Federal Court to resolve the dispute between the two opinions based on two twin legal resolution of Council or legislation.
It said: the Council finished discussing the second amendment proposal to the provincial law in the territory of the number (21) for the year 2008 and by the legal committees, regions and provinces.
