Heading for the House of Representatives during the next two weeks to pass legislation supporting small income-generating in order to secure new jobs and reduce the size of unemployment.
According to a copy of the draft law obtained by the "morning", the government seeks, through this law to develop a fund to support small income-generating in the Ministry of Labour and Social Affairs. Is devoted to this fund, according to the law, the amount of 150 billion dinars can be increased, which will be awarded entrepreneurs loans of not more than 20 million dinars. The following is the text of the bill:

Chapter One
Definitions and scope of force
Article - 1 - The following terms, for the purposes of this Act shall have the meanings definitions:
First - the project: The project is generating a small income to exceed the number of employees on ten (10) people.
Second - the entrepreneur: the person the beneficiary of the loan.
Third - the loan: the amount not exceeding the (20000000) twenty million Iraqi dinars, without interest.
IV - unemployed: job seekers registered at employment offices.
V - vulnerable, people who are covered under the provisions of this law and are identified in accordance with instructions issued by the Minister.
VI - Incubation: The party that aims to support and develop the economic activities of small business through the provision of professional creators who have advanced ideas.
Article - 2 - The provisions of this law on small income-generating existing and new.
Chapter II
Establishment and objectives
Article - 3 - First established in the Ministry of Labour and Social Affairs called the Fund (the Fund to support small income-generating) has legal personality and is represented by the Minister of Labour and Social Affairs or his nominee.
Second - is dissolved, all funds deposited into the Development Fund to fund the defunct support small income-generating organized under this law.
Article - 4 - be the Fund's headquarters in the city of Baghdad, and may open branches in Iraq.
Article - 5 - This law aims at the following:
First - securing new jobs and reduce the volume of unemployment.
Second - provide support for those wishing to work and who can be covered by the provisions of this law, especially in poorer areas.
Third - re-training job-seekers of the categories to suit their abilities with the requirements of the labor market and brought into the work-related programs and to adapt to working conditions around.
IV - increasing productivity and supporting the national economy.
V - Control of the reality of the labor market and its changes to deal with changes in the rates of unemployment.
VI - to help entrepreneurs of the categories covered by the provisions of this Act to obtain official licenses to register their projects.
VII - Encouraging the establishment of incubators in the attribution of established enterprises.
VIII - follow the simplified procedures will help to register the project.
IX - investment skills and human capacity in technology and software industries that rely mainly on knowledge and skill.
Chapter III
Directors of the Fund
Article - 6 - Manages the Fund's Board of Directors consists of seven (7) members from the following:
First - Minister of Labour and Social Affairs as Chairman.
II - representatives from the following ministries to less degree all of them members of the General Manager
A - Ministry of Labour and Social Affairs.
B - The Ministry of Finance.
C - Planning.
D Ministry of Industry and Minerals / General Directorate of Industrial Development.
E Ministry of Commerce.
And the Ministry of Agriculture.

Fourth, the Board of Directors shall be elected by secret ballot in his first meeting as Vice-President of the Council.

A planning, coordination and promotion of their proliferation.

D training of persons working for them.
Fourth, give opinion and advice to studies and statistics that provide the foundations necessary to harmonize the operation of groups and the government's economic policies.
V. development of criteria for the projects covered by the provisions of this law.
VI coordination of activities and services of the permanent financing with the Government's development plans which promote economic and social development.
VII definition of small investors to investment opportunities
VIII - support the role of social partners as organizations of employers in providing support services and expertise to small enterprises.
IX propose draft regulations and instructions to facilitate the implementation of the provisions of this law.
X. propose a draft budget for the Fund and discuss the final accounts and Management Report.
To discuss the report of the Financial Inspection Office and make recommendations to the Minister on the matter.
Article 10 of the Council to authorize some of its functions to the Chairman of the Board of Directors or the fund manager.
Chapter IV
Capital Fund
Article 11 The Fund's capital (150 billion) a hundred and fifty billion Iraqi dinars are funded from the public treasury
Article 12 of the Cabinet to increase the fund's capital on the proposal of the Minister of Labour and Social Affairs
Article 13 of the Fund to accept gifts, grants and aid, according to law.
Article 14 accounts of the Fund is subject to oversight and scrutiny of Supreme Audit.
Chapter V
Final Provisions
I. Article 15 shall be exempt categories covered by the provisions of this law and to the extent of the fees which relates to their projects.
Second exempt income of the project covered by the provisions of this law from income tax
Article 16 The Minister of Labour and Social Affairs instructions to facilitate the implementation of the provisions of this law.
Article 17 This Law shall from the date of its publication in the Official Gazette
Reasons

Reasons
For the purpose of supporting small income-generation through the provision of soft loans as part of the completion of the ability to use and employment in the Decent Work Agenda and to reduce the volume of unemployment and expanding a culture of self-employment and self-employment and encourage individual initiative and private.
Measures

Recommendations
