Iraqi officials disclosed the names of the Council and representatives of political parties and religious communities who attended: heads of political parties and heads of Iraqi communities and heads of parliamentary blocs and the heads of Government of Prime Minister Nouri al-Maliki, Parliament Speaker Osama Al-nujaifi as well as representative of Kurdistan rose Nuri Shaways, Deputy Prime Minister Hussein Al-Shahristani, Deputy Prime Minister Saleh Al-mutlak and former oil Minister Ibrahim Bahr Al-uloum, President of the Supreme Judicial Council, Medhat Al-Mahmoud, representative of the list are Salman Al-jumaili and representative of Iraqi Hamid al-mutlaq, menu and Chairman of the Board Sadrist political laserian, Secretary-General of the Liberal block Zia Al-Assadi.
Mr. Hakim said that "you know Dear brothers and sisters, that our region is in exceptional circumstances not seen since 100 years and these conditions put pressure on internal Iraqi reality from different quarters and the storm winds pushing strongly our sails," politicians that "we are skilled sailors who survive a home amid these storms and safely anchored to the safety, freedom and prosperity."
Mr. Ammar al-Hakim demanded that "be the weapon in the hands of the State and is exclusively responsible for the security of the homeland and the citizen, the Iraqi armed forces and security services from the components of the Iraqi people, taking into account its balance and equally without discrimination or exclusion, under the command of the civil authority, defend the homeland and the citizen and not be a tool for the Suppression of the Iraqi people, and not interfere in political affairs, and have no role in the rotation of power."
He also called for "banning the formation of military militias outside the framework of the armed forces and we offer all forms of support to the armed forces and security organs to function properly and must be the sovereignty of the law, and that the people are the source of authority and its legitimacy."
Mr. Hakim demanded that "the Iraqis are equal before the law without distinction as to sex, race, nationality, origin, colour, religion or creed, belief or opinion, and to have an independent judiciary which no authority other than the law, judges are independent, subject to no authority other than the law, and it is not permissible for any authority to interfere in the judiciary or in administrative justice and nullum crimen, nulla poena sine lege, nulla poena sine lege on already prepared by the law at the time of perpetrating the crime."
Hakeem said that "we must consider the defendant is innocent until proven guilty in a fair and legal trial may be imprisonment or detention in places other than the designated one shall be detained or investigated unless by judicial decision and should not be continued unless the arrest leaves the preliminary investigation within a maximum period of 48 hours and the freedom and dignity of the human person is inviolable and prohibits all kinds of psychological and physical torture and inhumane treatment, and not through any confession extracted under duress, threat, torture.
