Kuwait favors folding pending humanitarian issues with Iraq under UNAMI

UNITED NATIONS, June 7 (KUNA) -- With the post of Gennady Tarasov, the High-level Coordinator for the missing Kuwaiti nationals and property, being vacant for almost six months, Kuwait expressed readiness to accept Secretary General Ban Ki-moon's proposal to fold those humanitarian issues under the UN Assistance Mission for Iraq (UNAMI), but with strings attached.

Kuwaiti Deputy Prime Minister, Minister for Foreign Affairs Sabah Khaled Al Hamad Al Sabah wrote in identical letters circulated on Friday to Ban and Security Council President that Kuwait supports Ban's proposal contained in his latest report to ask UNAMI to "follow up on those two issues, in accordance with Chapter VI of the Charter of the United Nations."

But he suggested that when the Council adopt a resolution to put an end to the post of the High-Level Coordinator, which was created by resolution 1284 of 1999, it makes sure the follow-up of those issues will not end with the termination of UNAMI mandate, that the Secretary General's periodic reports on those issues should be submitted on dates other than those of the activities of UNAMI, and that UNAMI designates an official whose "sole responsibility"will be to follow up on those issues.

He said Kuwait attaches "great importance to the issue of missing persons because of its ethical, legal and humanitarian implications, and the issue of missing Kuwaiti property, including the national archives ... It is our desire that the United Nations and the Governments of the State of Kuwait and the Republic of Iraq should continue their efforts to resolve those questions."

He finally reiterated "our appreciation for the support the Security Council is giving Iraq as it strives to fulfil its remaining obligations pursuant to the Security Council resolutions pertaining to the situation between Iraq and Kuwait." (end)
