Karbala: Conservative banks balance (zero) dinars and we cannot pay salaries and wages

Associate financial statement to the Governor of Karbala, Adel al-Musawi on the conservative budget eliminated due to failure to pass the budget before Parliament, noting that the banks balance (zero) dinars, and the local government currently does not provide termination of salary procedure daily and monthly contracts and leases.
He said that "the balance of maintaining the banks reached (0) JD, and now suffer the lack of salaries of its employees due to the delayed federal budget law approved by Parliament".
He "asked the Prime Minister and the Ministry of finance to provide funds for conservation, but we so far have not found heard", stating that "there are restricted under conservative predecessor and 50 billion dinars, but the Finance Ministry has not run yet."
"The obligations of large and Karbala as well as benefits and owed, with the Finance Ministry to finance us associate salaries to owners only and leave the rest of the obligations and the procedure daily and monthly contracts, leasing and other mechanisms for conservation".
