The House finished the first reading of four bills

Majlis deputies concluded its thirty-third session held on Saturday 29/11/2014, under the chairmanship of Mr. Salim Al-jubouri, head of the Council in the presence of 242 deputies first reading of four bills.
At the outset of the session, Al-jubouri said he was scheduled to attend the Prime Minister Mr. Haidar Abadi to provide federal financial budget for the year 2015 at today's meeting but the Council of Ministers was a meeting to finalize the budget, adding that the Prime Minister will attend the Sunday session of the House of representatives to deliver the budget on the first reading in the same meeting.
Mr. President the head of the parliamentary blocs, to take into account the representation of women in parliamentary committees, noting readiness 20 Bill first reading of Bill parties where displayed on the agenda, respectively, after taking the opinion of the committees concerned.
The Council completed its first reading of the draft law amending the law of clear legal provisions that prevent the courts from hearing lawsuits No. 17 of 2005 and submitted by the Legal Committee in view of the fact that the oil Ministry bills and how to deal with proceedings against them on preventing opposition or request for compensation or remuneration likewise entrusted this task to a Special Commission headed by a judge whose decisions are subject to appeal to the Supreme Court to allow the Ministry to do its work without hindrance or delay to keep the public money.
The Council completed its first reading of the draft law amending the code of criminal procedure no. 23 of 1971, sponsored by the Law Commission to regulate provisions for retrial to the principle of stability and to ensure that serious request for review form that contributes to the achievement of equity and guarantee the rights of victims and to prevent a means to delay the implementation of the provisions.
The Council completed its first reading of the draft law amending the law on the judicial systems (114) of 1981 and of the financial and legal committees and to increase fees charged to some of the transactions set forth in judicial law No. 114 of 1982 commensurate with current economic conditions and to make a State of balance between the services provided by the State for citizens and the amounts of the fees levied in the light of the services provided by him.
The Council voted to agree in principle to the resumption of the legislation Bill communications and Informatics of the commissions services and reconstruction, culture, media, legal, after completing the first reading of the law on the Organization and management of telecommunications and Informatics of the Republic of Iraq and its policy and identify the competent authorities in the process of privatization and regulation of frequencies and licences, holidays and protection of national assets in these sectors and ensure optimal use of the spectrum in order to encourage investment in the telecommunications sector and to ensure the protection of the interests of beneficiaries and provide the best services and keep pace with technological development and development support Economic development in this area.
Then invited Mr. Al-jubouri heads of parliamentary blocs to rapidly submit names of members of the Parliamentary Committee for follow-up to the Government programme and the political agreement that tomorrow there will be the Committee meetings followed by a session of the House to read the federal budget or hosting the President of the Council of Ministers.
And the meeting was adjourned to Sunday 30/11/2014.
