He noted that "the Government's programme of Abbadi voted by Parliament, clearly pointed out in the area of administrative reform, the need for the country to activate decentralized administration and redraw the State's policy and administrative revolution starting to rebuild State institutions, civil and military, and the application of e-Government to raise productive capacity".
He said that "this agreement came between the Prime Minister and local governments as a result of what Iraq is going through difficult circumstances have clouded negatively on the development side and economic and service sectors which consolidated the viewpoint was born the parties need the activation code for the promotion of decentralization of decision-making and to withdraw the powers of certain ministries to local governments."
He pointed out that "the principle of decentralization would be some obstacles in the investment side and which were caused by the traditional procedure in some ministries in particular ministries owns the land and that past experience had led to the delay of investment projects in the provinces."
The "Al-Abbadi promised a Cabinet Secretariat circulated to all ministries and provinces is obliged to apply the law and that he personally will solve the problems and constraints facing the investment side."
And civil law 21 of the governorates that are not organized in the territory has wide powers to provincial administrative and legislative, and increased amounts of petrodollars – being free, giving power directly to the Governor on each of the bodies responsible for security duties in the province. The Cabinet on Tuesday decided to withdraw the proceedings by the previous Government headed by Nouri al-Maliki against Bill 21 to grant wider powers of governorates that are not organized in a region.
The decision came after a meeting of the coordinating body for the savers, who attended Al-Abbadi in Basra.
