Twilight news revealed turhan Mufti Presidential Adviser Fouad Massoum, Wednesday, that the latter would require the Prime Minister to review the decision of the special proceedings 62 of the law of the governorates that are not organized in a region.
altThe Iraqi Parliament in the previous session had made adjustments to the law for the granting of more powers to local administrations in the provinces.
But the Government decided several weeks ago to stop implementation of the law and formed a Committee to make further amendments to the law.
The Mufti said the "twilight news, that the governorates that are not organized by County No. 12 of 2008 amended last year is in force and amendments to the top and stop it."
"The transfer of powers in accordance with Cabinet of Ministers decision No. 62 is supposed to stop." The Mufti stressed that "the President will approach Cabinet for reconsideration of the decision."
Paragraph I of article 45 of the law of governorates that are not organized by County No. 12 of 2008 amended to establish body called (the supreme body for coordination among provinces) headed by the Prime Minister and the Ministers of the departments covered by the transfer of competencies and job transfers.
The Government has withdrawn a complaint by Abbadi of the previous Government against the law and vowed to proceed with the transfer of powers and the Government started since last January to transfer powers to the federal ministries to eight provinces.
A a government returned and decided to stop implementation of the law to amend it again to preserve some exclusive powers for the Federal Government.
