Oil ministry can not absorb all appointment requests

A spokesman for the Oil Ministry, Assem Jihad, said that the oil ministry can not absorb all appointment requests submitted to it, because of the subject to certain controls followed in this regard.
Jihad said in a press statement, I followed (News): The appointment mechanism in the Ministry of Oil and its subsidiaries are subject to the controls of several, including the availability of grades that are coordinated with the Ministry of Finance, pointing out that the recruitment of international companies working with the ministry is subject to the standards of efficiency, competence and not just plug the shortfall in the number of employees.
Jihad said that the oil ministry is seeking to accommodate the largest possible number of requests for appointment if it has direct future ministry projects there will be coordinated with local governments and will be a priority for the people of the provinces in which the oil companies there, in reference to Basra, Maysan and Dhi Qar.
The human rights activists, have seen in the granting of special privileges for the people of the southern provinces in the appointment to the oil companies, and the neglect of the people of other provinces requests, it contrasts with the articles of the Constitution, which promised the oil belonged to all Iraqis, and therefore should be commensurate opportunity employer, critics in the same time, the ministry directed towards certain areas and not others, the establishment of oil refineries, something to the feeling of having the same sectarian at the head of the ministerial hierarchy.
