Jubouri: National Guard law will be presented to parliament in the coming sessions

The head of the House of Representatives Saleem al-Jubouri said that "the law of the National Guard will be presented to parliament in the coming sessions." Jubouri said during a speech at the second coordination conference for provincial councils in the province of Karbala
To discuss a range of issues, and highlighted by the transfer of powers to the provincial councils mechanism, in addition to the conditions of the displaced and the control of the parliament and provincial councils in the presence of all of Iraq's provinces except for the northern provinces, "the intention of the prime minister to transfer all powers provided for in the provincial councils irregular province of ministries law to provinces, after completing the necessary amendments to the Act 21 of 2008 for provincial assemblies. " Jubouri said that "most of the provinces facing tragic situations because of the migration of most of its citizens by terrorist organizations in control of those areas, as well as the processes of liberalization taking place in those areas Tnajh conflict between terrorists and security agencies and the popular crowd and the sons of the tribes." He pointed out that "good reference in Najaf have an important role and essential to stop the abuses of citizens and minimize casualties in conflict zones across urged fighters to preserve the lives of citizens," noting that "the National Guard, the law will be presented to parliament in the coming sessions to find commissioning functional and to ensure the legal rights of fighters from factions of the popular crowd with the existing security forces. " He called al-Jubouri, "the heads of the provincial councils to adopt the return of displaced families to their areas Express, and take the necessary security measures; to ensure their safety." He added that "the right of the region is a legal and constitutional right not allowed to prevent a provincial benefit from it," calling on the international community and donor countries to "contribute to the reconstruction of the liberated areas by holding an international conference of donor countries in Iraq."
