Territories representative: Ministers and officials impede the transfer of powers to the provinces

I went back the Parliamentary Committee of the regions and governorates, Thursday, that some Ministers and officials are working to block the transfer of powers to the provinces for conflict with their personal interests, adding that local governments are not eligible to receive such a responsibility.
