And economic measures to reduce poverty had added to it to reduce poverty rate assumes that the State takes strict measures to curb the uncontrolled import and select the import of goods and services that cannot be manufactured in Iraq, where we have the capability to manufacture a lot of goods and services that are imported ' for pointing out that the nature of economic openness to the outside to make the private sector capable of producing those goods and services depends because the large pumping those imported goods. The key is to reduce the level of imports and the support of the private sector and the State Foundation for the new system to support private old system which had become dilapidated and unable to attract the private sector as well as guiding the economy to agricultural resources and have great potential to promote agriculture by encouraging farmers and monitor their performance or large government farms to run much of the Government weak aspects of economic development.Sobeih stressed that the most important solution is oversight of the banking sector, where the banking sector is currently just the beneficiary of the currency auction and direct its resources to the private sector to be used in the form of loans and encourage production. And the five-year plans of the Ministry of planning, sobeih said corruption is too large and no packages from the Government in the implementation of the plans of the main obstacles to its implementation, as well as the absence of strict control on contractors with the State, adding that one of the problems is that most people in the Ministry of planning are statisticians were supposed to benefit from professors and prominent economists and private sector experts to prepare. He noted that five-year plans are not in place properly, and should form committees to find out how our capabilities and our ability to exploit those resources to bring Iraq to a State of advancement of the productive reality of Iraq which fosters productive sectors and reduce poverty and unemployment, pointing out that poverty and unemployment will continue to rise if the import in its current form and development stalled. He said our poverty rate last year 17 percent but exceeded the 30% after large waves of displacement in Iraq, but it is worrying to the presence of oil wealth could reduce those percentages in record times if the investment of such vast resources of Iraq, pointing out that real poverty rates less than the stated proportions due to some constraints on the statistical side leading to these results. And he concluded by saying that corruption is a major obstacle to investment and a mission of underdevelopment and poverty which we go through, where drains a lot of investor funds in the form of bribes to lengthy bureaucratic episodes in the Government administrative machinery. Halo said, and is competent in matters of the displaced, there are many reasons make the displacement factor in the high rates of poverty, especially in countries facing economic fragility and little capacity to deal with crises. The activist noted that one of the most important future problems is a long-term exodus which forced people to flee again from areas displaced first escape exposure to violence is a sign of failed methods of achieving durable solutions, to a large extent, the result of failing to link the return of displaced persons to their places of residence, and the absence of the State or an inability to find solutions in this type of migration. There were special donors countries, notably Japan, donated more than $ 23 million to contribute to solving the crisis of displaced people, but still partial solutions at all levels, noting that the number of displaced people, according to United Nations data nearly 818 thousand displaced people in Kurdistan, nearly 325,000 in Baghdad and 161 in Diyala and 82 000 in Najaf and 71,000 in Karbala.Ministry spokesman Abdel Zahra Al-Hindawi said the recent exodus of a number of provinces, the latest of which was displaced citizens of Anbar will increase poverty in Iraq to more than have the end of 2014.Hindawi said that the ratios expected for the rates of poverty is to increase to around 30 percent in the past three months, indicating that these percentages maybe less if security conditions stabilized in areas where displaced citizens as well as activating the stalled investment projects because of financial distress as a result of a decline in global oil prices. The Ministry of planning and development cooperation, Iraq announced (May 14, 2013), declining poverty rates in Iraq during the past years, speculated that the poverty level in Iraq to about 18 percent. And the Ministry of planning (12 may 2013), the failure of the five-year plan developed by 2010 for years (2010-2014), which aims to reduce disparities between urban and rural areas, and increase the GDP.The Ministry of planning, announced (June 2011), the level of poverty in Iraq amounted to approximately (23%), meaning that a quarter of Iraq's population lives below the poverty line, including some (5%) Living in extreme poverty, while the 3rd of June 2012, that the unemployment statistics in Iraqi society at (16) percent
