May 25, 2015
The Economic Adviser to the Prime Minister tours the oil licenses in previous unsuccessful Government, and was not successful.
He said in the interview with alforat tv satellite will tomorrow that "the previous licensing rounds started bad and oil production is low, the quality of the crude product mkhbot of water and clay, fields was mthrah because of the embargo in the former regime."
He said "in principle sound and correct licensing round, there is no clue about our technological opportunity to face the world but there was an understanding of the details."
"The I of {idiots} no subliminal form of contracts and detailed and I understand them was superficial as we produce and export companies take their share, didn't understand the form and meaning of the decades gone and if it will repeat and the picture is rosy but we were shocked when we learned the details.
He said, "it turns out that this is based on my production according to the theoretical work the field produced {100} barrels and {20} barrels exported is not to mention the benefits for the company because of the inability to export, this equation is absent and did not give us an answer and someone should develop export capacities commensurate with the productive capacity".
And started at the oil Ministry in Baghdad on May 30, the fourth licensing round for exploration in the area 12, various parts of the country, including seven gas fields and oil, but the tour did not achieve great success only by signing contracts for exploratory plots 8 and 9, 10 and 12.
And showing Iraq oil fields during the first and second licensing round for development by global companies to reach production of at least 11 million barrels a day within the next six years, to 12 million bpd after adding the quantities produced of other fields in a national effort,
This tour was marked by service contracts under which the companies some profits less than six dollars, amounting to less than $ 2 per barrel produced.
