Published (range Press) draft law of the National Guard in Iraq and amendments made to it by the political blocs, the following is the text of the draft.
Based on what passed the House of Representatives and approved by the President of the Republic and based on the provisions of the first item of Article 61 and Item III of Article 73 of the Constitution.
Issued the following law
National Guard Law
Article 1. the following terms for the purposes of this Act the meanings indicated opposite thereto:
First. National Guard troops: military forces composed of people of the province is part of a region to contribute in the face of terrorism and maintain security.
II. Sons of Iraq: individual contractors with the Iraqi government to defend the homeland and the fight against terrorism.
Thirdly. People crowd: Individuals volunteers or contractors with the popular crowd Authority to support the armed forces in defending the homeland and fighting terrorism.
IV. Leadership: the leadership of the National Guard.
Fifthly. Leader: Commander of the National Guard.
VI. Chief of Staff: Chief of Staff of the National Guard.
VII. Officers: National Guard officers.
VIII. Officers assigned: officers seconded to work in the National Guard.
IX. Permanent formations: formations consisting of members of the National Guard Aldaimyin.
Tenth. Reserve formations: the structure of the National Guard formations are activated when you call their members of the National Guard reservists fighters.
Article 2. This law aims to:
First. Effective contribution in the face of the threat of terrorism and maintain security in the governorates not organized in a region through the formation of military forces from the people of those provinces to be part of the armed forces.

Article 3. A. First. Formed under this law, National Guard troops and called her leadership (the leadership of the National Guard).

VI. Informational coordination and cooperation with the security authorities in accordance with instructions issued by the intelligence commander of the armed forces.
Article 5 first. The leadership of the National Guard is made up of the following configurations:
A. Chief of staff of the National Guard

Article 0.6. Take the lead in the National Guard following tasks:

Thirdly. Preparation of annual training programs for the development and rehabilitation of the National Guard formations.
IV. Order placement of a number of professional officers to work in the National Guard formations as owners.

Fifthly. The organization of the National Guard formations or units of light infantry and in line with the structure and organization of the armed forces and arranged.

Article. 7. First. Nominated by the Commander in Chief of the Armed Forces of three candidates for appointment to the post of Commander of the National Guard and one of them chooses the Cabinet and sent to the House of Representatives to approve the appointment.

Article 0.8. The National Guard commander of the following tasks:
First. Management and supervision of the National Guard formations
II. Provide advice and recommendations in their respective fields to the Commander in Chief of the Armed Forces.
Thirdly. With regard to the implementation of the strategy of leadership in national security and the security of which branching strategies.
IV. Recommendation to the General Commander of the Armed Forces appointed Deputy Commander, leaders and commanders and general managers.
Amendment: Fourth. Recommendation to the General Commander of the Armed Forces appointed leaders and commanders and general managers.

Article. 10. Associates of the formations of the National Guard and Reserve Aldaimeon of people of the province that constitute it.
Article. 11. appoint a National Guard commander in the province, which constitutes the same mechanism used in the selection of the police chief set forth in the governorates not organized in the territory of Law No. (21) for the year 2008 to be approved by the Commander in Chief of the Armed Forces on the appointment.
Article 0.12. Determine the instructions issued by the Commander in Chief of the Armed Forces as follows:
First. Two officers and commanders and leaders in their units and their positions and their movements service.

And amended Article 12 to be as follows:
Article 12.
Officers commanders and leaders in their units and office and service for their movements according to the military service law, retirement No. 3 of 2010 as amended and determine their rank in line with the hierarchy in other Iraqi armed forces.
Article. 13. First. Required to accept volunteer in the National Guard and the availability of the following conditions:

E. To be of good character and reputation and behavior.

G. To be from the province, which constitutes the National Guard.

Article 15. First. The Commander in Chief of the Armed Forces call part or all of the employees of the National Guard reservists to join their units in the following cases:

Article 19. First. The movement of the contracts and the financial allocations for the people of Iraq from the Directorate of integrating the militias into the leadership of the National Guard and convert decades who continued to confront terrorism to permanent service if they fulfilled the admission requirements of their contracts or turned to reserve service contracts in the National Guard.
II. Article 20. First. Applies Military Retirement Law No. (3) for the year 2010 and the Military Penal Code No. (19) of 2007 and the Code of Military Criminal Procedure No. (30) for the year 2007 to the employees of the National Guard.

Article 21. First. It may issue regulations to facilitate the implementation of the provisions of this law.

The reasons
Due to the security circumstances through which Iraq is due to exposure to terrorist attack and fierce in order to organize the ranks of the people who fought for this terrorist attack according to the formations are consistent with the structure of the Iraqi armed forces and give them the rights and privileges that are commensurate with the efforts and sacrifices.
