First. The reality of public companies in Iraq:
There are 176 public companies were studied 157 of them and there are 19 company their information is not available so far, despite the large number of correspondences, the study shows the presence of 43 companies were profitable in 2013, or it could have become profitable without the circumstances that took place in Iraq in 2014 and engage in battles with (Daash) , as well as affected the Iraqi economy in general wave of recession associated with such events.

II. The most important recommendations made in the study to address the situation of companies:
Maintaining the winning companies, namely, (44) company, of which (12) companies in the Ministry of Industry and (17) companies in the oil ministry and (7) companies in the Ministry of Transport and (3) companies in the Ministry of Trade and (3) companies in the Ministry of Resources water and (2) in the Ministry of Agriculture, with the recommendation to subject all administrative and economic reform to improve productivity and as shown in the study.
2. liquidation of loss-making companies and number (17) is a company which is no longer a meaningful resolution of the Council of Ministers and forwarded to the liquidator companies, including (12) companies in the Ministry of Industry being useless even assuming raise redundancy them and (5) a military manufacturing companies linked to the Ministry Defense of the lack of usefulness.
3. Display (96) companies from various ministries, local and foreign investment in accordance with the partnership methods in management and / or ownership, as well as the sale of some factories to the private sector or the conversion of some companies into joint stock companies operations, after taking system of administrative reform and processors surplus labor and measures to improve productivity to become attractive to investors.
4. realization of the companies and to improve productivity through a package of administrative procedures related to empowerment and freedom from some government actions that hinder its work according to commercial standards development, as stated in the study.
5. develop business development center in the ministries that have the companies, the Center shall address the surplus labor affairs and the state continues to pay their salaries during the period until the center specific actions towards all of them case by case.
6. study recommends referral of approximately 181 thousand member over the age of 50 years old and have more than 15 years of service to business development centers in the ministries to deal with their situation in accordance with the package of processors reported in the study, including encouraging them to retirement or redeployment or motivate them to work in the private sector. etc. And companies proportion of them specific exception in the study for each case according to need and jurisdiction.
7. considering the extent of the possibility of giving up or reducing the number of daily procedure totaling more than 22 thousand people.
III. The proposed implementation mechanism
After review and approve the study, it is recommended to take appropriate action to implement the recommendations contained in the study.
The formation of a higher committee that would follow up the implementation of actions directed towards the rehabilitation and restructuring of public companies, and whose activities are tributary of the activity-oriented monitoring and follow up the implementation of the government program.
The release of my book is to form a business development centers in the ministries concerned.
Winning companies continued to pay its members who would be brought to the business development centers during the 2015 salaries.
The Committee referred to in (1) above, in consultation with the Ministry of Finance to submit proposals to the Council of Ministers dealing with the rest of the associate cover salaries during 2015 referred to the Business Development Centers of loss-making companies.
