Counting House speaker Salim Al-jubouri process transfer of powers from the ministries to the provinces as the best way to confront the dangers of secession and partition, calling on the Government to complete the process of transfer of power to the provinces as quickly as possible.
He said in a speech while attending the Conference on transfer of powers to the governorates that are not organized in the territory of, ' this is an extraordinary step towards widespread development and are confident the Central governorates and the capacity to manage and dispose of its resources and move the human structure the fact that provinces are reliable having demonstrated their ability to assume responsibility through the constraints such as terrorism and the decline of the economic capacity of the country.
He noted that the challenges faced by provinces were not insignificant, although its existence has collaborated with the Federal Government in order to cross this difficult phase, pointing out that the process of transferring powers from August Ministries of the provinces are moving in administrative and political system in the country and it will take political and commercial dimension and generates enough space and a positive and effective competition between the provinces and eventually lead to the development of the means of development.
And saw that the Government sought to complete preparations for the process of transfer of competencies confirms its keenness to leave Central and confidence in the democratic transformation of Iraq gained after a long narrow central eras this Government, inviting them to complete the transition, which will include/8/ Ministries and accelerated.
He commended the role of the Ministry of State for the provinces and its exceptional efforts in completing this process, assuring that multi-ethnic country and need decentralized being are the best way to confront the dangers of secession and partition.
