Parliamentary Security: A point of contention and one impede the agreement to pass the National Guard Law

BAGHDAD / Center Brief for the Iraqi Media Network (IMN) - the Security and Defense Committee in Parliament said that the formation of the National Guard is the mechanism in the remaining contentious political blocs agreement to pass the National Guard Law point.
The House of Representatives postponed a vote on the Law of the National Guard this week because of political differences to its terms.
He said committee member Abdul Aziz Hassan's (IMN) said that "the only point of contention remaining law of the National Guard is the mechanism of formation of the National Guard, on the basis of the province or on the basis of the year," noting that "the positions of the political blocs divided over the proposed".
The President of the House of Representatives Saleem al-Jubouri revealed in 15 of last June, the existence of three held hinder the adoption of the National Guard Law.
Hassan added that "political parties demanding that the proportion of Al0.05 National Guard be of the total population of the province are of the make up of the National Guard, that is, the formation regionally, while the other parties demanding that in general the formation of the National Guard of all the provinces to have the National Guard Each mixture of all the provinces the province. "
He explained that "the security and defense committee does not want to go to parliament to vote on the law and to achieve a majority with the presence of political party contestant, but wants to reach an agreement soon to be a unanimous vote."
The Council of Ministers approved in March a legal draft of the National Guard and the Justice and Accountability and the prohibition of the Baath Party and referred them to the Parliament for discussion and approval of them, namely under the terms of the political agreement which paved the way for formation of the government.
