Parliamentary Economy: difficulty in 2016 and included functional grades budget

Member of the committee of economy and investment parliamentary Najiba Najib, said it was "difficult" to next year's budget in 2016 to include functional scores.
And it showed Najib told all of Iraq [where], that "the budget next year to include functional scores, depends on the state possibilities, but difficult and not as they were in the past."
Najib said that "grades can be encouraging the private sector, the industry has done if there will be jobs, not on the budget but on the private sector."
The parliamentary Finance Committee, has ruled out the presence of functional degrees in the next budget in 2016.
