He added that investors and businessmen are demanding the cooperation of state institutions with them, and reduce the red tape and bureaucracy which specify investors and therefore projects that supposed to fail to achieve economic development. For his part, the Board of Directors of the Investment Authority in Najaf by Zuhair Ghorabi: that the activity of the private sector investment and faces an important obstacle which laws and regulations that do not support this sector. He pointed out that there is a big turnout on the National Education sector as well as health and agriculture, but the laws do not allow these sectors in order to start and contribute to nation-building, even though it greatly ease the pressure on the state budget. He says Hamoud: We are working now to find out the obstacles that stand in these sectors and invest in them, have created research and studies by professor and university rectors and members of parliament and directors of research centers, but we so far have not found a receptive ear to the application of these studies and research on the ground.
