خطا العراق والولايات المتحدة، امس الاول الخميس، خطوة مهمة على صعيد جلاء كامل القوات الاميركية من البلاد، وذلك بتسلم القوات العراقية القصور الرئاسية التي استخدمت كقواعد عسكرية أميركية طيلة السنوات الثماني الماضية، وكذلك القاعدة البحرية في مدينة ام قصر جنوب البلاد، حيث وصف المالكي ذلك انتصاراً تاريخياً، فيما قال بايدن إن تضحيات الجنود العراقيين والأميركيين أنهت الحرب في هذا البلد. وشارك في الاحتفال الرئيس جلال طالباني ورئيس الوزراء نوري المالكي ونائب الرئيس الاميركي جوزيف بايدن، الذي يقوم بزيارة إلى العراق منذ الثلاثاء الماضي إضافة إلى عدد من الوزراء والنواب. ويعد قصر الفاو وبقية القصور من أهم مقرات القوات الأميركية، اما اليوم فقد تم تسليمه بشكل كامل للحكومة العراقية حيث أخلت القوات الأميركية جميع القصور بشكل نهائي منذ يومين. وأضاف: أن انسحاب القوات الأميركية سوف يؤسس لمرحلة جديدة في العلاقة بين العراق والولايات المتحدة تكون فيها اتفاقية الإطار الاستراتيجي حجر الزاوية في العلاقات الثنائية بين البلدين التي ستشمل الجوانب السياسية والاقتصادية والتجارية والثقافية والعلمية، بما يدفع بالعلاقات الثنائية إلى مزيد من التعاون والتفاهم في المرحلة المقبلة والتي نعتقد جازمين أنها ستكون متوازنة ومتكافئة بين بلدين ذات سيادة وعلى أساس المصالح المشتركة. He added that the withdrawal of American troops will eventually lead to a new phase in the relationship between Iraq and the United States where the strategic framework agreement, the cornerstone of bilateral relations between the two countries, which will include aspects of political, economic, commercial, cultural and scientific, as to push bilateral ties to greater cooperation and understanding in the next phase, which We strongly believe that it will be balanced and equal between two sovereign, on the basis of common interests. وأوضح "إننا في هذه المناسبة نمدّ أيدينا إلى جميع الدول الشقيقة والصديقة، وبالأخص دول الجوار وندعوها إلى إقامة أفضل العلاقات على أساس حسن الجوار والاحترام المتبادل وعدم التدخل، وحل المشكلات العالقة بالحوار والطرق السلمية، وتعزيز أواصر التعاون في جميع المجالات التي تخدم المصالح المشتركة للجميع". He explained, "We, on this occasion we extend our hands to all brotherly and friendly countries, especially neighboring countries and call on them to establish better relations on the basis of good neighborliness, mutual respect and non-interference, and resolve outstanding issues through dialogue and peaceful means, and to strengthen cooperation in all fields that serve the common interests of all" .
ودعا المالكي جميع القوى السياسية وعلماء الدين وشيوخ العشائر والمثقفين والفنانين والإعلاميين ومنظمات المجتمع المدني إلى الوقوف بجانب القوات الأمنية في هذه المرحلة الحساسة التي يمرّ بها العراق، وأن يقدموا لها جميع أنواع الدعم والمساندة وأن يبتعدوا عن كل ما من شأنه أن يؤدي إلى إضعاف المؤسسة العسكرية التي أثبتت ولاءها للوطن ولم تعد أداة بيد حزب او طائفة او شخص. من جانبه أكد الرئيس طالباني في كلمة له أن العراق سيظلُّ وفيا للعهودِ والمواثيق التي أبرمها مع الولايات المتحدة التي سيبقى صديقا لها. وأضاف طالباني أنه في حياةِ الشعوب لحظاتٌ يتكثّف فيها التاريخ، تُطوى مراحل وتُفتحُ آفاق جديدة تُغيّر مجرى الحياة وتعدّل مسيرتَها، ولقد كان يوم التاسع من نيسان عامَ 2003 واحدةً من تلك اللحظاتِ الفاصلة في تاريخِ العراق الذي عانى طوال عقودٍ طغيانِ نظامٍ ظالم هيمنَ على كلِّ مرافقِ الحياة و جعل من بلادِنا سجناً يُسام فيه الشعبُ صنوفَ العذابِ و الحرمان وعُطِّلت الحياةُ الحزبية وجرى احتكارُ الإعلام، وغدت القوانينُ مجردَ ورقةٍ تُكتَب بأمرِ الحاكم وتُعَدُّ على وفقَ مشيئتِهِ. وقال إن انجازُ هذه المهمة كان أمراً فائقَ الصعوبة، ومحفوفا بتضحياتٍ جسام لكنَّ دعمَ الحلفاءِ وفي مقدمتِهم الولاياتُ المتحدة والاصدقاء، ساعدَ في انهاءِ التسلّطِ والإستبداد وفتحَ آفاقاً رحبة لبناءِ عراقٍ ديمقراطي إتحادي مستقل. وأوضح أن إتمام الجزءِ الأكبر من هذه المهمات الصعبة قد هيّأ الأجواءَ الكفيلة بعقد اتفاقيةِ انسحاب القوات عام 2008 والتي كانت إقراراً فعلياً بأن الطرفين، العراقي والأميركي قد نجحا في تحقيقِ الأهدافِ المنشودة، والانتقال الى مرحلةٍ جديدة من التعاونِ وُضِعتْ ملامحُها وآفاقُها في اتفاقيةِ الإطار الاستراتيجي المعقودةِ بين الدولتين التي صارت أساساً للعلاقاتِ المستقبلية بين بلدينا. وقال طالباني إن المُراجعَ المُنصف للتاريخ سوف يسجّل أن إسقاطَ الدكتاتورية في بلادِنا لم يكن نقطةَ تحوّلٍ في العراق وحده بل كان إيذانا بحلولِ عصر انتفاضِ الشعوب في منطقتنا على مضطهديها، ومطالبتِها بالكرامةِ والعدلِ والمساواة والمشاركة في تقريرِ مصيرِها وصُنع مستقبلِها. وفي كلمة له قال بايدن ان تضحيات القوات العراقية والأميركية قد وضعت نهاية للحرب في العراق. In his speech, Biden said that the sacrifices of the Iraqi and American forces have put an end to the war in Iraq. وأشار إلى ان العراق والولايات المتحدة نجحا في تحدي كل الصعوبات ورسما علاقات استراتيجية لمصلحة شعبي البلدين. He pointed out that Iraq and the United States succeeded in challenging all the difficulties and a drawing of a strategic relationship for the benefit of both peoples.
وكان الرئيس الأميركي باراك اوباما أعلن أواخر تشرين الاول الماضي انتهاء الحرب في العراق، وقال إن القوات الأميركية ستنسحب من العراق نهاية عام 2011 تطبيقاً للإتفاقية الأمنية الموقعة بين البلدين، حيث لازال في العراق نحو 14 الف جندي أميركي في سبع قواعد عسكرية سيتم تسليمها إلى القوات العراقية مع نهاية الشهر المقبل.
