Finance parliamentary reveal beyond the powers of the provincial government's budget in 2012

Twilight News / revealed the Finance Committee in the House, Sunday, for the federal government exceeded the powers of the provinces which are guaranteed by the Constitution in the general budget for 2012, pointing out that the Minister of Finance promised to send the final accounts since 2004 to the House of Representatives during the week.
A member of the parliamentary Finance Committee Najiba Najib's "Twilight News", "The most important observations made by the House of Representatives on the budget in 2012 is beyond the powers of the federal government on financial and administrative provinces guaranteed by the Constitution."
It is said that the Iraqi government approved, earlier, the 2012 budget by $ 100 billion (about 117 trillion Iraqi dinars), and a deficit of up to 13.5 billion dollars, "about 17" trillion dinars.
Budget focused on the energy sector and oil phase first, and then the security sector, followed by the education sector, education and health.
Najib added that "the final accounts for 2010 were restored by the Court of Auditors to the Finance Ministry to contain many of the violations."
And carried the Ministry of Finance earlier in the ministries and government bodies responsible for failure to submit financial statements to the budgets of the years 2008, 2009 and 2010 because of the neglect is justified in the provision of final accounts for the financial expenses.
She said Najib "We have asked the Chamber of Representatives and the Ministry of Finance to submit all final accounts of the past years since 2004, and the Ministry of Finance has promised to send them to the Council during the week, although they contain many of the irregularities that Eshrha Office of Financial Supervision."
The Government adopted the price of Iraqi oil in the next year and expects $ 85 through the differences in the price of oil to cover more than $ 10 billion deficit.
The financial budget system imposes on the Iraqi government ministries and agencies to provide financial Khovatha in the first quarter of next year following the budget year.
