Taher said that "the Government of the Territory by 99% based on the region's share of the Iraqi budget for public financial management in Kurdistan," noting that "Government of the Territory does not have any independent financial resources for Iraq." He continued that "the federal government must assist the Government of the Region have a financial reserve for the year 2011 until the adoption of the budget the Iraqi public for the next year."
