Parliament may discuss the draft oil law in February

Said a senior official of Iraqi oil on Monday that the Iraqi parliament has the first reading of a draft oil law by early February. Adnan al-Janabi, head of the Iraqi oil and energy in a move that he hopes next month on what the law is important to the long-awaited to settle a bitter dispute between Baghdad and the semi-autonomous Kurdistan region on human exploitation of oil wealth.
The law under preparation for five years. The Committee will consider the al-Janabi, two copies of the bill that addresses the key points of disagreement between Baghdad and Arbil are the powers of the provinces and the formation of the Federal Council and the right of regions and provinces in signing contracts and the issue of contracts signed before.
Janabi told reporters that his committee held a debate that lasted more than a year and that the draft law will be referred to parliament for a vote soon, adding that the parliament is the one who will decide the wording adopted.
He said that a copy of the two versions is that all existing oil contracts to develop legal, while the second calls for a review. He said al-Janabi said the decision on the fate of the oil contracts is a list of the powers of the Federal Council at the end.
Baghdad signed a series of service contracts with foreign oil companies to raise production capacity to 12 million barrels per day by the year 2017 of about three million barrels per day, victims of.
Erbil and concluded more than 40 production-sharing contract with foreign companies, which resulted in exports of around 100 thousand barrels per day. The Kurdish authorities insist on retaining the right to manage oil fields in the region and the right to conclude agreements which Baghdad says it undermines the central control of this vital industry.
