Highlight the paragraphs agreed to as Barzani initiative

Return "Sabah" publication highlighted paragraphs initiative of the President of Kurdistan region Massoud Barzani confirmed the leaders of the political blocs as recently reached by the Tripartite Commission for follow-up to the implementation of the conventions, when political leaders agreed at a meeting yesterday to abide by it.
The first axis/administrative and financial aspect:
1. member privileges.
2. reform the parliamentary Chamber.
Axis II/legislation and laws:
1. the reconstitution of the Committee on constitutional amendments.
2. capping for legislation.
3. composition of the standing parliamentary committees.
Axis III/supervisory role
1. activate the link House independent bodies.
2. termination and addressing the issue of the official position or responsibility.
3. activate the role of the media as a fourth power and the enactment of the journalism and the law to protect journalists.
4. develop a clear and agreed to summon and interrogate members of the Executive Branch and not left to the interpretation of the Chair.
Paper repair security file
1. the law of security bodies and their powers.
2. rehabilitation of security agencies to achieve the highest degree of professionalism.
3. subject to the accountability of security devices in the House of representatives.
Judicial reform paper
1. the inadmissibility of combining the Presidency of the Council of the Magistracy and the Presidency of the Federal Court or the Court of Cassation.
2. the speedy adoption of the Federal Court Act and the agreement on the nomination of its members.
3. speed up the formation of the judicial authority act in accordance with the Constitution and the activation and development of the work of the public prosecution service.
4. the speedy adoption of the law of the Supreme Judicial Council.
5. Prohibition of the work of judges outside the Supreme Judicial Council formations
6. review of the terrorism Act.
Balance in State institutions
1. national balance.
2. adoption of the law of the body balance.
Reform of the work of the Executive power
1. adoption of the principle of efficiency, professionalism and constitutional balance in public office in accordance with the law of the General Service Board.
2. restoration of the constitutional balance resulting from past assignments and ensuring representation of the provincial Constitution (agreed).
3. ensure the genuine participation of the parties in the coalition Government in decision-making (political, economic, security).
4. adoption of the agreed rules of procedure governing the work of the Council of Ministers defines the contexts and powers of the Board and its members.
National consensus
1. in the critical issues (such as war and peace, and strategic agreements, and constitutional amendments) and be 100% compatibility.
2. strategic issues and the task is to vote by a majority of half plus one.
3. procedural issues a daily by half plus one.
Accountability, justice and national reconciliation
1. freeze the current body resolutions except its compatibility routines.
2. composition of the accountability and justice in accordance with the law.
3. review of accountability and justice law through amendments and agreed to not use double standards by law or for political purposes and the file is dealt with in accordance with the law.
