Directed to pass special laws as an alternative, "my time" for amending the Constitution

Parliamentary sources revealed a tendency of the political blocs to the adoption of special laws as an alternative, "or the progress of my time" until we agree to amend the Constitution. In the view of many politicians, many of the current problems have occurred because of the difference on some paragraphs of the Constitution, despite the fact that everyone agrees on the reference and need to be al-Faisal, however, that most of the weights refer to the difficulty of making any adjustments during the current parliamentary session. Article (142) of the Constitution provides that "The Council of Representatives at the beginning of its work a committee of its members to be representative of the components of the main Iraqi society, its mission to report to the House of Representatives , within a period not exceeding four months. "
Othman continued the "morning": "He was of opinion that the decisions are unanimous or pass amendments one transaction has not been achieved consensus on the fundamental decisions, including (Article 140, and the powers of the Prime Minister and President of the Republic, and Article 41 of personal status, and powers of the regions), which led to the deportation order to the current session.
He added by saying: "the Commission has amended the previous approximately 40 to 50 material such as texts and paragraphs, and rewrite, but the basic items have not been agreed in the previous parliament."
Observers believe that many of the political dilemmas on Article 140 and the powers of the regions and other other issues should be the impetus for a quick edits to the constitution and not vice versa.
